Well, not exactly. But you can click on someone's profile as a ploy to get your own noticed. This is because LinkedIn tells you when someone has looked at your profile. As people will usually click on the profile of someone who has viewed theirs you can use this to your advantage for vacancies that catch your eye. If you click on the recruiter's profile they will invariably visit yours in return, ensuring they see your skills and accomplishments.
Make sure your profile makes you look like a superstar first though!
